Welcome to our March edition of the Microsoft Licensing Update! As always, we’re here to keep you informed about the latest changes and developments in the world of Microsoft licensing. In this month’s update, we have a few interesting changes. For example, Exchange isn’t available in F1, but it’s included for a full experience of Teams and Bookings, and you need to advise your end-users not to use it to stay compliant. How? This is an impossible mission!
Universal License Terms for Online Services: Microsoft added an additional sentence to its terms for Preview products, stating that certain previews are subject to supplemental preview terms published by Microsoft.
PREVIEWS ARE PROVIDED “AS-IS,” “WITH ALL FAULTS,” AND “AS AVAILABLE,” as described herein. Unless otherwise noted in a separate agreement, Previews are not included in the SLA for the corresponding Online Service, and may not be covered by customer support. We may change or discontinue Previews at any time without notice. We may also choose not to make a Preview service generally commercially available. Certain Previews are subject to supplemental preview terms published by Microsoft.
Privacy & Security Terms:
- Microsoft added Copilot for Microsoft 365 to its Privacy and Security Terms in the section of Customer Data at Rest for Core Online Service.
- Azure VMware Solution was added to the Core Online service.
- Dynamics 365 Marketing has been removed.
Office Desktop Applications & Windows Desktop Operating System: Graduation Benefit language for academic program customers, has been retired and is therefore removed from the product terms.
Microsoft 365: Microsoft has changed the wording for Microsoft bookings to clarify the Microsoft 365 F1 User Mailbox rights. Users don’t have the right for mail, but Microsoft includes it to enable a full Teams experience. Microsoft advises disabling Outlook on the web to avoid incompliancy. The language they have now added is not to disable it when using Bookings and to advise end-users that Outlook and mail cannot be used. How complicated do you want to make it?
Microsoft Dynamics 365 Services: Microsoft updated the minimum order quantity from 20 to 10 for Microsoft Finance Premium. Customers are now also able to mix and match Microsoft Finance with Commerce, Supply Chain, and Project Operations to meet the minimum requirement of 20.
Audio Services: Microsoft Teams Phone Standard is now also available for Frontline Workers.
Microsoft Intune: Last month, Microsoft added three new products to its Intune platform. They now also make these available to their Frontline Workers offerings.
License Eligibility for Frontline Worker Licenses
Microsoft Intune Frontline Worker Licenses may only be assigned to users who satisfy one or more of the following conditions:
- Uses a primary work device with a single screen smaller than 10.9″.
- Shares their primary work device with other qualifying Microsoft Intune or Microsoft Intune Frontline Worker licensed users, during or across shifts.
- Other licensed Frontline Worker users must also use the device as their primary work device.
- Any software or services accessed from the shared device requires the device or users to be assigned a license that includes use of those software or services.
Qualifying Microsoft Intune Frontline Worker licenses include Enterprise Application Management Frontline Worker, Advanced Analytics Frontline Worker, Cloud PKI Frontline Worker, Intune P2 Frontline Worker, Remote Help Frontline Worker, and Intune Suite Frontline Worker.
They also deleted Microsoft Intune Remote Help from its terms. We are still searching for the reason behind this.
GitHub Offerings: General cleanup and organization of GitHub page for readability and accuracy.
Windows Desktop Operating System: Added Windows Autopilot to the list of Online Services components of Windows that are covered by the Universal License Terms for Online Services.
Microsoft 365: Microsoft states that they updated the Extended Use Rights for clarity. The only change we see is that Microsoft deleted the language for MPSA. Is this the start of an end? This has been removed:

For each Licensed User with a device covered with Software Assurance for Office Professional Plus to whom Customer assigns a Microsoft 365 User SL, Customer may install one local copy of Office Professional Plus for the sole use of the Licensed User for the duration of the subscription.
