It took a while before Microsoft published his changes on the Product Terms this month. Finally, around 11 CET it was life. But there are more updates this month than only the product Terms!
Privacy & Security Terms: Removed Cortana from Core Online Services and EU Data Boundary Services tables. The product was already retired in the beginning of last year (2023). Added Azure AI Content Safety to Core Online Services list, but not the EU Data Boundary list.
The term “EU Data Boundary” means the Microsoft computers, computing environment, and physical data centers located solely in the European Union (EU) and the European Free Trade Association (EFTA). The term “EU Data Boundary Services” applies only to the Online Services in the table below, excluding any Previews.
Microsoft 365: Added Entra- Suite, Private Access, Internet Access, and Secure Access Essentials to Availability Tables and Prerequisite Tables.

Microsoft Azure: Clarifying fixed pricing does not apply to promotions or previews.
Microsoft may offer lower prices to Customer (or Customer’s reseller) for individual Microsoft Azure Services during Customer’s Enrollment term on a permanent or temporary (promotional) basis. Fixed pricing does not apply to promotions and previews.
Which means that when you’re using a promotion SKU you can’t hold on to that. You should negotiate on the normal SKU. This gives you that pricing for the duration of the contract term.

New definition of “External Users”
Microsoft has announced that they will change their definition of “External Users” per October 1, 2024.
Currently, the term “External Users” refers to users that are not employees, onsite contractors or onsite agents of Customer or its Affiliates.
Effective October 1, 2024, “External Users” will be modified for products that include External Users use rights in product terms. The new definition will refer to users that are not (a) employees of Customer or its Affiliates, (b) contractors or agents that typically work for Customer or its Affiliates for more than 30 hours on average per week, or (c) contractors or agents that typically work onsite for Customer or its Affiliates on each working day.
With this change Microsoft is sharpen his definition. The impact is that when you have an external user today who is working full-time for the company you need to apply the standard user terms and conditions instead of the external user’s conditions.
